Transportation Planning develops
and facilitates implementation of the Transportation Capital
Improvement Program, Transportation Management Plans and
Transportation Development Reviews. This includes the evaluation
of proposed developments that may require a land use change,
rezoning, special exception approval, or Development of Regional
Impact approval. This analysis allows the county to determine
whether there is adequate capacity on the roadways to meet the
future transportation needs in the county. In the event there is
not adequate transportation capacity for a proposed development,
alternatives may be considered, such as establishing
partnerships between the County and developers for the
implementation of necessary infrastructure improvements.
Transportation Planning plays an integral role in funding of
transportation projects. This includes making state and federal
funding requests, maintaining road impact fee regulations,
calculating fee amounts for commercial development, and
prioritizing the use of these funds.
Transportation Regulations and
Guidelines
Transportation Planning uses a variety of Regulations, such as
Florida Statutes and the Sarasota County Code to complete
development reviews and to plan for future roadways.
- Concurrency Regulations
- Sarasota County has
established Concurrency Regulations which outline the
level of service requirements on county roadways.
- De minimis Impacts
- Part of the county’s
Concurrency Regulations includes provisions for de
minimis impacts of proposed developments and how they
will be analyzed. The County Commission approved this
update to the Concurrency Regulations in January 2009.
- Transportation Impact
Analysis
- One of the tools used to
analyze the future impacts of a proposed development is
through the completion of a Transportation Impact
Analysis. Sarasota County standards applied when
determining if an analysis will be required are
identified in Resolution No. 98-169.

Access Management Technical Manual
(DRAFT)

- Another key component of
transportation planning is the application of access
management principles. Currently the county is in the
process of developing an Access Management Technical
Manual that would be used in the county’s review of
proposed projects and would help to preserve safety and
the efficiency of transportation system.
