For the past
several years, the Contracted Human Services Program has been
guided by a unified policy framework. This framework provides
direction for the application review prioritization,
recommendation, and award process. The policy framework includes
the following elements:
Guiding Principles
A set of guiding principles sets forth the overall philosophy
governing the Contracted Human Services program. The guiding
principles include:
- The Contracted Human
Services Program will focus on specific results which are
driven by the priorities of the community as expressed in
measurable outcome targets.
- The Contracted Human
Services Program will fund only programs and services which
are consistent with the policy framework for the program
approved by the Board of County Commissioners.
- The Contracted Human
Services Program will collaborate with other funding
partners and organizations to leverage additional resources
to meet community needs.
- The Contracted Human
Services Program will utilize competitive procurement
processes where feasible and appropriate.
- All programs and services
for which funding is requested will be judged on their
individual merit, whether or not the agency has been funded
previously by the Contracted Human Services Program.
- The Contracted Human
Services Program will consider all of an agency’s available
financial resources when determining the funding needs of a
program or service for which funding is requested.
- Contracted Human Services
Program funds will be utilized only for residents of
Sarasota County.

Funding Criteria
A set of funding criteria establishes guidelines for the types
of programs and services which will be funded (and not funded)
by the Contracted Human Services Program and those that will
receive funding preference. The funding criteria include:
- Funding preference will be
given to programs and services which embody the
collaborative efforts of two or more organizations, where
collaboration is expected to produce superior results and/or
lower costs.
- Funding preference will be
given to programs and services for which the Contracted
Human Services Program is not the primary source of funding.
- Funding preference will be
given to programs and services which directly benefit
individuals or families. However, programs and services
which build the community’s capacity to meet the needs of
individuals and families indirectly through enhancing
infrastructure will be considered.
- Contracted Human Services
Program funds will not be utilized for capital projects,
including construction or renovation costs, architectural
fees, and equipment purchases.
- The Contracted Human
Services Program should not fund programs and services which
are the clearly mandated responsibility of state government.
- Contracted Human Services
Program funds will be used to support programs and services
which are divested by the state to county government solely
at the discretion of the Board of County Commissioners.

Community Outcome Targets
A set of community outcome targets for
FY2008 establishes specific,
long-term outcomes to be addressed through the Contracted Human
Services program. Additional community outcome targets will be
added as they are approved by the Board of County Commissioners.

Priority Outcome Areas
A set of priority outcome
areas identifies the areas on which the Contracted Human
Services program will focus over the next three years. These
priority outcome areas eliminate the previous artificial
distinctions between services for children, youth, adults, and
seniors. Definitions have been developed for each of the
individual outcome areas encompassed within the three priority
outcome areas, together with examples of the services that are
included in the outcome area.

Outcome Areas Definitions
Early Childhood
Development: Early childhood development includes an array of prevention
and early intervention services for children age 0 through
elementary school age which are intended to enable them to
develop to their fullest physical, mental, emotional and
social potential.
Services in this outcome area can include, but are not
limited to, early childhood education; day care; training
for day care providers; preparation for kindergarten; and
developmental/medical screenings.
Positive Youth Development: Positive youth development includes an array of after school
and summer programs for youth up to age 18 which are
intended to promote and build self-confidence, academic
success, positive family and peer relationships, self
esteem, social development, social awareness, and leadership
skills.
Services in this outcome area can include, but are not
limited to, education; homework assistance; mentoring;
community service; tutoring; counseling; employability
skills for youth; computer training; cultural enrichment;
and physical fitness.
Individual and Family Counseling: Individual and family counseling includes an array of
services which are intended to improve the ability of
individuals and families to function in the community, to
increase their emotional health, and to improve their coping
skills, self discipline, self respect, and self esteem.
Services in this outcome area can include, but are not
limited to, psychotherapy for children who have been
sexually abused; marital and family counseling; support
groups; grief counseling; mental health counseling; peer
counseling; and school-based, collaborative and
family-focused programs.
Parenting Education and Skill Development: Parenting education and skill development includes an array
of services which are intended to promote positive family
relationships, improve parent/child and family
communications; and increase parents’ involvement with their
childrens’ school and social environment.
Services in this outcome area can include, but are not
limited to, parenting education; family support services;
assistance to families with special needs children;
promotion of healthy development of at-risk children; and
development of positive communication, effective discipline,
and relationship-building skills.

Prevention and Intervention from Abuse, Neglect, and
Exploitation:
Prevention and intervention from abuse, neglect and
exploitation includes an array of services for children and
adults who are at-risk of, or have been victims of abuse,
neglect and/or exploitation which are intended to prevent
abuse, neglect, and/or exploitation and provide treatment
for the physical and emotional effects of abuse, neglect,
and/or exploitation on victims.
Services in this outcome area can include, but are not
limited to, facilitation of court-ordered visitation;
voluntary home visitation; medical and social assessments;
victim and offender prevention programs; legal guardianship
services for adults deemed incompetent by the courts;
domestic violence prevention and intervention programs; and
counseling.
Substance Abuse Prevention and Treatment:
Substance abuse prevention and treatment includes an array
of services for adults and children who are substance
abusers or are at risk of becoming abusers which are
intended to prevent those at risk from becoming abusers, to
deter substance abusers from further abuse, and to treat the
physical and emotional effects of substance abuse.
Services in this outcome area include, but are not limited
to, education; assessment and evaluation; counseling;
individual and group therapy; outpatient treatment; and
intensive residential services.
Health Care and Education:
Health care and education includes an array of educational
and medical care services which are intended to enable
individuals to increase their health awareness and to
improve or maintain their overall health.
Services in this outcome area include, but are not limited
to, health education and training; diagnostic examinations;
medical treatment; dental care; and case management.
Empowering people to be self-sufficient

Employment Services:
Employment services include an array of services which are
intended to assist youths and adults to obtain and maintain
employment.
Services in this outcome area include, but are not limited
to, assessment and evaluation; career counseling;
employability skills training; job placement; on-the-job
training; supported employment; and training for employers
on issues related to the employment of disabled persons.
Housing and Supported Living:
Housing and supported living includes an array of services
which are intended to provide a safe living environment for
individuals and families and to improve their daily living
skills.
Services in this outcome area include, but are not limited
to, housing; supported living; residential treatment
programs; and training in independent living skills.
Financial, Legal Counseling and Education:
Financial, legal counseling and education includes an array
of services which are intended to increase financial
management skills and enable individuals to access and
utilize the legal system to obtain child support.
Services in this outcome area include, but are not limited
to, financial education and counseling and legal assistance
and counseling in family law matters.
Services for Disabled People:
Services for disabled people include an array of services
which are intended to assist disabled people to achieve
and/or maintain independence.
Services may include, but are not limited to, interpreter
services; adult day training; provision of adaptive medical
equipment; home renovation and modifications to accommodate
persons with disabilities; and education and awareness
programs for employers and the general public.

Transportation:
Transportation includes an array of services which are
intended to enable transportation disadvantaged persons to
access education, work, medical treatments and other
community resources.
Services in this outcome area may include, but are not
limited to, the provision of accessible transportation for
disabled persons.
Support Services for Seniors and Adults:
Support services for seniors and adults include an array of
services which are intended to enable seniors and adults to
improve their health and welfare and to remain independent
and self-sufficient.
Services in this outcome area include, but are not limited
to, senior companion services; adult day programs;
transitional housing; and education and training in life
management skills and wellness activities.
Supporting people in crisis
Emergency Food and Assistance:
Emergency food and assistance includes an array of services
which are intended to support people with the basic
necessities of life during a time of crisis.
Services in this outcome area include, but are not limited
to, emergency food assistance; emergency voucher assistance
for rent, mortgage, utilities, and prescription expenses;
and case management.

Crisis Stabilization and Detoxification Services:
Crisis stabilization services include an array of services
which are intended to prevent individuals from harming
themselves or others during psychiatric crises.
Detoxification services include services intended to enable
clients to safely withdraw from alcohol and or drugs.
Services include, but are not limited to, psychiatric
screening, assessment, and crisis stabilization services and
substance abuse education, counseling, and medical
supervision.
Building community capacity and enhancing infrastructure
Information and Referral:
Information and referral services include services which are
intended to enable individuals to be aware of and access
community resources to meet their needs.
Services include, but are not limited to, community
education, information and referral services and limited
case management services.
Agency Support Services:
Agency support services include services which are intended
to enhance the ability of human service agencies to meet
community needs.
Services include, but are not limited to, nonprofit
organization staff education and training and volunteer
recruitment and placement.
